The philosophy and practical results of the governance model introduced by the government in 2019 are reflected in the data on the absorption of the Recovery Fund, the development of gov.gr and the implementation of critical social programmes.
Alexandra Sdoukou: The executive state is a vehicle for the country’s progress
“The ‘executive state’, as a system of administration with a strong centre, specific targeting and tactical control, is the common denominator behind flagship projects that attempt to resolve decades-old pathologies,” government sources said.
The “digital revolution” in numbers
The gov.gr reform is perhaps the “most prominent example, having become an integral part of the daily lives of millions of citizens”, it is noted.
According to the March figures:
* 13,977,000 digital transactions were carried out.
* 1.5 million affidavits were issued without physical presence.
* Over 10.1 million paperless prescriptions and referrals were digitally executed.
* Over 10.1 million paperless prescriptions and referrals were digitally executed.
* Nearly 300,000 appointments were booked through health apps.
*
* 240,000 citizen requests were directly answered by the digital assistant mAigov.
*
Meanwhile, 5.7 million citizens have registered in the National Communication Registry, while 3.2 million are actively using the Gov.gr Wallet. “The use of these tools has facilitated access to pharmacy care, limiting past practices that relied on personal acquaintances,” the same sources underline.
Infrastructure and Recovery Fund
With 36 billion euros in resources from the National Recovery and Resilience Plan, investments with a direct impact on everyday life are being promoted. Particular emphasis is being placed on connectivity through programmes such as the Gigabit Voucher, Smart Readiness and the Ultrafast Broadband project. With a total budget of €200 million, high-speed infrastructure is being extended to peri-urban, mountainous and island areas where commercial market interest has been limited.
Social footprint: Housing, Safety and Road Safety
The “staffing model” is also being extended “to critical social policy areas”, the same sources add:
* Housing policy: Through the “My House” I and II programmes, 23.5 thousand households have acquired owner-occupied housing in the last two years.
* Domestic violence: The Panic Button app has helped save 2,147 women from incidents of abuse.
* Civil Protection: ‘112’ remains the key tool for harnessing technology to protect human life.
* Road Safety: in 2025 Greece recorded the second largest annual reduction in Europe in terms of road fatalities, with 148 fewer road fatalities.
* Road Safety.
In addition, “a culture of evaluation is being introduced, as every patient discharged from a public hospital now has the opportunity to evaluate the health services provided,” the same sources note.
Sun. Mitsotakis: “Way of management to solve coordination problems”
Referring to the operation of the model, Prime Minister Kyriakos Mitsotakis has said that the executive state is a tool for central planning that simplifies the complex exercise of governance.
“Whenever intergovernmental coordination is needed, the Government Coordination Secretariat intervenes, not to cap anyone, but to solve coordination problems,” the Prime Minister noted, citing as an example the strategy on traffic roads, which required the cooperation of four ministries at the same table.
“Neither should we demonise it nor should we deify it. It is a way of managing and administering. There is no serious country in the world that does not have a strong centre of governance,” Mitsotakis stresses.
