The positive course of the Greek economy creates the conditions for a new package of support measures for households, with an emphasis on tackling poverty.
Wednesday 22 April is considered crucial, when Eurostat will release the final data on the 2025 primary surplus. In anticipation of these announcements, the economic staff is working on interventions that will make use of the available fiscal space.
Surplus above forecast
So far estimates suggest that the surplus could reach around 4.9% of GDP, significantly exceeding initial targets. This deviation corresponds to about €3 billion in extra revenue for the government.

Despite the fact that European approval is required for the use of the funds, this amount gives significant room for interventions in favour of society.
Scenarios for new support measures
The rise in prices and international pressures are bringing back familiar support tools. Among the options being considered include:
- Continuation or extension of the fuel subsidy (Fuel Pass)
- Review the Market Pass for basic household needs
- Possible new support for energy bills through Power Pass
- Special support for the agricultural sector, such as fertilizer subsidies
Final decisions will be taken once the scope of the fiscal space has been clarified and the relevant approvals have been given by the European institutions. Nevertheless, the intention is that the first announcements will be made immediately after the data are validated.
The aim of the interventions is to turn better fiscal performance into substantial support for citizens by reducing the impact of the fiscal drag on daily life.
