Finance Minister Kyriakos Pierrakakis and Deputy Minister Thanos Petralias elaborated on the support measures announced by Kyriakos Mitsotakis.
Specifically, Prime Minister Kyriakos Mitsotakis announced a package of 4 targeted measures for April-May, amounting to 300 million euros in a televised message.
Kyriakos Pierrakakis stressed: We do not know the duration of the crisis and that is why we must act calmly and responsibly. We will not exhaust all fiscal tools. We will not use all the financial instruments. We will move gradually and if necessary we will intervene again.

Diesel drive
Limiting the impact of oil prices on the supply chain i.e. movement of goods and agricultural production.
Subsidise diesel at the pump at 16 cents per litre, so that the benefit in the final price including VAT is 20 cents per litre.

The criteria for the Fuel pass
The second is the fuel pass, about 36 cents a litre on petrol. The benefit to the citizen is greater than an across-the-board reduction in the NRC. The focus here is on families. Total cost of EUR 130 million. 25 euros per month aid, i.e. 50 euros, and 60 euros on the islands.
The fuel pass is for tax residents of Greece with up to 25,000 euros annual income with a surcharge for each child (Home My 2 criteria). It will be given in the form of a digital card to be used at petrol stations.
The aim is to open the platform within the week.
Fuel subsidy (unleaded and diesel) is provided during the month of April to cover the increased cost of two months’ consumption (April and May) for individuals.
Eligible are natural persons (including freelancers), tax residents of Greece, with a family income of up to 25,000 euros for unmarried persons and 35,000 euros for married persons, plus 5,000 euros for each dependent child. Especially for single-parent families, the income limit is 39,000 euros plus 5,000 euros for each additional child beyond the first.
The subsidy will be given in the form of an electronic card that can be used at petrol stations, public transport and taxis, while for our fellow citizens who do not have the ability to use a smartphone, the amount can be deposited in a bank account of their choice.
In order to receive the aid, the natural person will declare on a relevant platform in gov.gr the vehicle for which he/she receives the aid and on which he/she must have a share of co-ownership or a long-term lease contract.
Each vehicle may be declared by only one natural person and each natural person may declare only one vehicle. A prerequisite is that the vehicle must be in circulation, be insured and no registration fees must be owed.
For beneficiaries who choose to use a digital debit card, the amount of financial support will be increased.
The subsidy for a car in a continental area will be €50 for two months using a digital card (€40 without card).
For citizens whose main residence is in an island region, the subsidy for the two months is €60 with the use of a digital card (€50 without card).
For motorcycle owners, the subsidy is €30 (€25 without card) in mainland areas and €35 (€30 without card) in island areas.
Fertiliser costs
The third concerns farmers as the overall cost of production in agriculture increases.
The state budget subsidizes 15% of the cost of vouchers for the purchase of fertilizers (calculated on the final invoice value after VAT).
Beneficiaries are natural persons, professional farmers and legal entities active in the primary sector.
The subsidy will be granted upon application on a relevant online platform of the AADE.
Ship tickets
The fourth measure relates to ferry tickets ahead of Easter. Working with the Department of Shipping, we will compensate companies for the discounts they already offer. Fiscal cost of the measure at €56 million per year.
Under the current legislative framework, shipping companies provide mandatory discounts to various categories of passengers (students, underage children, disabled persons, etc.), the cost of which is currently not compensated.
Internet gambling tax
Transformation of the taxation of online casino-type gambling, “fruit machines” with the application of an increased tax rate.
Increase the tax rate for online gambling:
20% for winnings from €100.1 to €500
30% for winnings over €500
Tax on winnings from such gambling
For winnings up to €100: They remain tax-free
For winnings from €100.1 to €500: From 15% increased to 20%
For winnings over €500: From 20% increased to 30%
