New double request for disbursement of 1.63 billion from the Recovery and Resilience Fund. 1.63 billion, after the full amortisation of the pre-financing, has been submitted to the European Commission by the Deputy Minister of Economy and Finance, responsible for the Recovery and Resilience Fund, Nikos Papathanasis. This is the 8th request under the grants arm and the 7th request under the loans arm of the Fund, covering a total of 34 milestones and targets.
The 32 milestones met for the grants relate to the implementation of major projects and reforms in the following areas:
*Upgrading and modernizing the National Health System*
-Renovation of hospital infrastructure in 19 hospitals across the country
-Energy upgrade and creation of chronic disease management units in 40 health centres across the country
-Operation of eight model home care units with development of telemedicine infrastructure and patient registry in Athens, Thessaloniki, Alexandroupoli, Ioannina, Heraklion, Patras, Larissa.
-Reduction of pharmaceutical clawback spending by €300 million from 2020
*Strengthening employment, skills and social cohesion
-Recruiting and employing 36,000 unemployed people in private enterprises and upgrading the digital systems of the DYPA
-Renovation of 50 social housing apartments in Athens and Thessaloniki and their delivery to vulnerable families. Establish a framework of social rent for the use of public property and support for affordable housing.
-Training and certification of 225,000 civil servants in new skills and operation of new information systems for recruitment and strategic planning in the public administration.
*Accelerating digital transformation in the state and economy*
-Completion of land registration of property rights across the country
-Completion of the establishment of AI Pharos to enhance the use of data and artificial intelligence.
-Digital transformation of the National Tourism Organization (GNTO) with the creation of a digital map and repository of cultural resources.
-Lightweighting asylum and migration procedures by developing integrated systems and strengthening cybersecurity.
*Developing infrastructure and strengthening the resilience of the economy
-Approval of a multi-year investment plan and a new framework for the operation of railways
-Completion of pre-seismic inspections of over 20,000 public buildings.
-Adoption of a framework for energy storage and support for hybrid renewable energy projects.
-Developing a system of controls to combat illegal trade.
-Development of a strategic plan for the renewal of the coastal fleet.
The 7th loan payment request relates to the achievement of 2 milestones related to the contracting of TAA loan funds of 11.5 billion. EUR 11.5 billion and the establishment of investment vehicles with EUR 600 million of TAA loans through the Hellenic Development Bank and private funds for venture capital investments.
State Minister Akis Skertsos said: “With the submission of the 8th request for the disbursement of the EDF funds, Greece has now completed 112 out of a total of 130 reform milestones of the Greek Recovery and Resilience Plan, i.e. 86.15%. These are reforms that strengthen the green transition of our economy in the crucial sector of energy storage, the digital transformation of SMEs and education , the completion of land registration, the strengthening of gender equality in practice and the reduction of the clawback. At the same pace and with the same determination we are working to deliver the remaining reforms of the 9th and final demand for a better life for all and with all, inclusive and less inequality.”
Deputy Minister of National Economy and Finance, Mr. Nikos Papathanasis, stressed: “In the final straight for the closing of the Recovery and Resilience Fund, Greece, with the completion of the milestones and the submission of the 8th request for disbursement of funds, proves once again that with hard work, efficiency and credibility, it is achieving its national objectives, accelerating reforms for the benefit of society and the economy. And through actions such as those for upgrading and modernizing the National Health System, strengthening employment and skills of unemployed and workers, social cohesion and addressing the housing problem, accelerating digital transformation and further strengthening infrastructure and the resilience of the economy. We said that no euro will be lost and no euro will be lost. We are delivering on our commitments, and we are delivering on them with actions.”
Secretary General for Coordination Evi Dramalioti said: “The penultimate payment request marks the completion of 16 reform milestones in critical areas, such as social housing with the implementation of the social rent law and land registration, whose completion rate exceeds 98%. The high completion rate of the Plan’s reform milestones confirms substantial progress on reforms that improve access to housing, strengthen property rights security and facilitate efficient management of public resources. These interventions translate commitments into measurable results for the benefit of citizens and the economy, strengthening social cohesion and the country’s growth potential.”
The Governor of the Recovery Fund, Orestis Kavalakis, noted: “The submission of the new dual request confirms Greece’s steady progress in the implementation of the Recovery Plan, which is proceeding as planned, milestones are being met and important interventions in critical sectors of the economy and society are being completed. At the same time, we are consistently preparing for the final request in September 2026, which will mark the successful completion of the Fund and the full use of its resources for the country’s development.”
